That's just a shitty sales rep. It's pretty easy to close sales if you can promise any number of features at any quality that take minimal time to implement with no change to the cost (or price breaks). A good salesperson would have the 3 week estimate going in, and sell them on a 4-week deliverable so there's a good week to prep before the demo.
